１．オンライン審査申請料について(The FEE for the Online Real–time Inspection)

コロナ禍において訪問審査ができなかったため、緊急避難的な手法としてオンライン・リアルタイムの審査を行ってまいりました。残念ながら、コロナ禍が収束しておらず、訪問審査が再開できる見通しが立っておりません。このため、オンライン・リアルタイム審査をもうしばらくの間継続せざるを得ないと考えております。

In cases that an on–site inspectionwas not possible due to the Covid19, CPSA conducted an online real–time inspectionas a short–time alternative means.Under the current situation of the Covid 19 infectionin the world,CPSA keepsthe online real–time inspections availableuntil the situation significantly improves.

オンライン・リアルタイム審査は、審査料を通常の審査と同様の10万円とし、訪問審査が可能となったときに改めて訪問での事後審査を行う（新たに審査料が発生する）ことを前提として行ってきました。しかしながら、オンライン・リアルタイム審査は、通常の訪問審査以上に準備と実際の審査に時間と手間がかかっています。他方、審査を受ける工場或いは事業所には、ゆくゆくは訪問による事後審査を行うという条件ではあるものの、スピーディーな対応が可能となり、旅費がかからないというメリットがあります。

Theonline real–time inspection has been conducted with the same fee as the on–site inspection, under the condition that an on–site inspection (with the inspection fee) should follow when it becomes possible. However, an online real–timeinspection needs much more time for preparation and the implementation for CPSA than that for on–site inspection. On the other hand, speedy inspection and the result as well as unnecessary paymentfor travel expensesof the inspector are significant meritsfor the factoryfor registration although an on–site inspection should follow later.

このような状況を考慮し、2022年4月1日以降にオンライン・審査を行う場合には、審査料を20万円に引き上げさせていただきます。なお、すでに通知しております通り、過去にSGマークの使用実績が乏しい場合の審査は、2022年4月1日からは20万円の付加金を課すこととなっています。従いまして、このような事例では、オンライン・リアルタイム審査となる場合の審査料は40万円となりますのでご留意ください。Considering the situationsabove, the fee for the online real–time inspection will be increased to 200,000 yen as of April 1, 2022.Please note that the factories which have not used SG

Marks many will be charged additional 200,000 yen.In such a case, an online real–time inspection will cost 400,000yen.

これまで、工場登録関連申請は、申請に関する照会の段階ではご相談を無料で受け、実際の審査に入る段階で審査料を納めていただいておりましたが、ご相談を受けたのち長い月日が経ち、或いは、中断してしまう事例が少なからず出ております。より効率的かつ適切に事務処理を進めさせていただくため、申請のご意向がある場合は申請手数料とともに申請書をご提出いただいたうえで事務作業を進めさせていただきたく、ご理解、ご協力をお願いいたします。申請手数料は審査料の一部をなすもので、審査まで進んだ場合の料金は従来とは変わりません。申請手数料は5万円としますが、審査にいたらなかった場合でも返金はいたしませんのでご注意ください。

In the past, an applicant for registration of the factory is not required to pay until the inspection is to take placeand consultation for application is not charged. However, there are cases that a number of months have passedsince the first inquiry froman applicantand/or the consultation is suspended without a future schedule. To process applications including consultation more efficiently and speedy, CPSA asks the applicants to pay part of the inspection fee as the Fee for Application of Registrationwhen the application document is filed. The application fee is 50,000 yen and total cost for inspection is not changed, but the application fee will not berefunded in case the inspection is not taken place.

３．確認・更新審査について(Inspections for Confirmation/Renewal of Registration)

2022年度以降、定期的に実施する確認・更新審査については、その実施時期等についてすでに文書にて通知を行っておりますが、実施期日が迫りましたらば改めてご通知いたします。CPSA sent a notice to each registered factory aboutthe timing ofthe Inspections for Confirmation/Renewal of Registrationin October this year. When the timing gets closer CPSA will notify afactoryto help it prepare for the inspection.

なお、手数料規程において、SGマーク使用実績がない場合は20万円の付加金を課すことを通知しております。実は、審査料は、SGマークが使用されることを前提としており、実際にかかる費用よりもずっと低く抑えております。このため、使用実績が乏しい場合、審査費用をSGマーク使用によりカバーすることができなくなります。このことを考慮して、「SGマークの使用実績がない」は「SGマークの使用実績が乏しい」と解釈して運用させていただきます。製品ごとの事情が異なる中で条件となるSGマーク使用実績を一律に定めることはいたしませんが、過去３年間に使用実績が20万円に満たない場合は原則付加金を申し受けます。なお、これでも、審査費用を十分にカバーできる水準とはなりません。その上で、2022年度の審査が行われるまでで登録から6年以上（便宜的には、保有していた型式で直近に失効したものが6年以上となる事業所）の場合は、過去6年間のマーク使用実績が20万円に達していたかで判断することとし、十分な周知がなさえたと考えられる2023年度以降は3年間の使用実績で判断させていただきますので、ご理解、ご協力をお願いいたします。

CPSA also announced that it charges additional 200,000 yen for a factory if it will not have used SG marks by the timing of the inspection.The inspection fee is set at a low level under the assumption that the factory uses and pays for SG Marks after registration. So, the cost for inspection can not be covered if not many SG Marks are used by the factory.This is the reason why CPSA introduced additional payment for inspectionin such a case. Therefore, “in case that SG Mark was not used” should read“in case that not many SG Marks were used”. Since the situations vary among products, CPSA does not set a uniform definition of “not many”, however, it charges 200,000 yen, in principle,as the additional fee when the sum of the payments for SG Marks in the past three years is less than 200,000 yen.Please note that the amount of the additional payment is not sufficient to cover the real inspection cost. In consideration of the short notification period, the factories which need to receive the inspectionsduring the FY2022, the additional fee is charged if the sum of payments for SG Marks in the past SIX years is less than200,000 yen.Additional fee is charged in the sum of the payments for SG Marks in the past THREE yearsis less than 200,000 yen from FY 2023.

SGマークの使用実績が乏しい場合は訪問審査となることがありますが、コロナ禍の収束が見通せないこともあり、海外の事業所については、原則、海外の検査機関にて審査を受けていただけますようお願いいたします。その場合は、検査機関が課す審査料に当方の事務処理等手数料として10万円を加えた金額が審査手数料となります。なお、工場登録が更新されなかった、或いは解除された場合でも、一部例外的な品目を除き、ロット認証によりSGマークを使用することは可能です。When not may SG Marks were used, inspections may have to be conducted on–site, however, due to the Covid19 situation, registered factories outside of Japan are kindly asked to take inspections by a foreigninspection bodyavailable at theirlocations.In such cases, afactory has to pay to the inspection body the inspection feeit setsand additional 100,000 yen to CPSA for handlingthe application. In case the registration is not renewed or cancelled, the factory can still use SG Marks if itreceives certification by testing samples of the “Lot” of products with a few exceptions.（以上）

次の製品について、住宅用金属製脚立のSG基準を満たしていない製品であるにも関わらず、本体表示ラベルにSGマークを誤って記載し、販売していることが判明しました。この製品は、天板の端の位置が脚立の足の位置からみて、SG基準適合製品に比べて、若干、垂直に近くなっています。ご使用の際は、身体が後ろに反れることが無いように十分に注意してください。本製品は、製造元のピカコーポレイションが返品・交換を受け付けております。本製品についての照会は、製造元お客様相談室（以下ご参照）にお願いいたします。

2021年9月29日付で、株式会社ミエ（工場登録番号017–030）のSGマーク認証制度に基づく工場登録を取り消しました。同社は、SGマークの認証を受けていない製品にSGマークを表示するなどSGマークの認証を受けた製品と紛らわしい製品の製造・販売を行っており、改善をいただけない場合は工場登録を取り消すことがあることを通知し、一か月以上の日数をもって改善措置と報告を求めておりましたが、明確なご対応をいただけませんでした。残念ではありますが、工場登録を取り消すことといたしました。同社の製品には、SG規格基準合格品や生産物賠償責任保険付などと表記されているものがありますが、SGマークの認証を受けたものではありませんし、SGマーク賠償制度の対象ともなりませんのでご注意ください。なお、SG基準適合、SG基準準拠などの表示は、SGマークの認証を受けた製品と混同させる可能性があり、SGマーク制度による認証の信頼性に悪影響を及ぼしかねないと懸念しております。SGマーク制度の下の認証を受けてSGマークを貼付いただけますようお願いいたします。

追記上記の件につきましては、株式会社ミエから、SGマーク認証を受けていない製品にSGマークを表示した製品、及び、SGマークの認証を受けたものと紛らわしい表示を行った製品をすべて回収し、SGマーク付き製品に切り替えるとの報告を10月11日に受けました。これを受けて、改善が確認されることを条件とし、ロット認証にて認証できるものについては認証を与える方向で協会として対応する所存です。

なお、認証を受けていない製品にSGマークが表示された製品や、SG基準適合などのSGマーク認証を受けたものと紛らわしい製品を見つけられた場合は、製品安全協会にご一報いただけますようお願いいたします。

SGマーク付き製品の信頼性は、製造や流通に関わる事業者の信頼性を高める上でも極めて重要な要件となります。このため、すでにご案内の通り、登録工場においては登録期間をこれまでの10年から6年に変更し、確認審査は登録後３年後に実施することとし2022年度から運用を開始することとします。また、登録後年数を経た工場に関しては、制度の信頼性と事業者の利便性を考慮して、工場登録から３年後ではなく保有する型式の有効期限をもとに確認審査/更新審査のタイミングを決める便宜を図ります。SGマークの使用が長年なかった工場は更新審査の対象となります。なお、審査は合理的な判断により可能な限り簡素化します。具体的には以下のように進めてまいりますのでご理解、ご協力をいただけますようお願いします。

The reliability of the products labeled SG Marks is essential for the retail or manufacturing companies to increase and retaintheir trustsfromthe customers and the business partners. As advised, the Inspections for Confirmationor Renewal of Registrationwill be conducted periodically from FY2022. The registration of a factory will be effective for six years and the Inspection for Confirmation should be conducted three years after the registration or renewal of the registration.The factories which have not used SG Marks for long period of time will be subject to the Inspection for Renewal of the Registration. The timing of the Inspection for Confirmation/Renewal of Registrationfor the factories which have been registered for yearsis decidednot by the timing of the registration but by the expiration dateof the effective Certification(s) of Model Product(s)for the convenience of the factories. The Inspections will be simplified as possiblewith rational considerations. The details are shown as follows.

登録日から３年目に確認審査を行います。原則、書面での審査といたします。

The Inspection for Confirmation will be conducted three years after the registration. The inspection is done by examination of documents, in principle.

２.長年（2022年度上半期時点で６年以上）SGマークの使用実績がない工場

The factories which will have not used SG Marks for six years or moreby September 30, 2022.2

2016年度以前に保有していた型式の有効期限の最新のものが2016年度以前に失効し、2022年度前半にはそれから６年経過することとなる工場は、登録継続をご希望の場合は2022年度第一四半期中に申請してください。その場合、2022年度前半に更新審査を行います。審査は、原則、訪問審査となります。登録継続をご希望されない場合、或いは、更新審査で不合格となった場合は2022年10月1日をもって登録を取消します。

The factories which were registered many years ago and all the certificationsof the model productexpired in FY2016 or beforemust apply for extension by the end of the first quarter of the FY 2022. When an application for extension is received, the Inspection for Renewal of Registrationwill be conducted in the first half of FY2022. If extension of registration is not requested, or the factory fails to pass the inspection, the registration of the factory will be cancelled as of October 1, 2022.

2019年度以前の登録工場で保有型式の有効期限が2017年度以降の場合は、以下のタイミングで更新審査を受けていただきます。審査は原則書面で行います。

When the certification of Model Product expired in FY2017 or later for the factories registered in FY2019 or before, the Inspection for Confirmation will be conducted at the timings as follow. The inspection is done by examination of documents in principle.

(ア) 保有する型式で有効期限の最も先のものが2022年度以降となる場合は、その時点。

The timing of the most future expirationdateof the certification of Model Product if itis in FY2022 or after.

(イ) 所有していた型式で有効期限の直近のものが2021年度だった場合は、その１年後。

One year after the most recent expiration date of the certification of Model Product if it was in FY2021.

(ウ) 所有していた型式で有効期限の直近のものが2020～2017年度だった場合は、2022年度上半期（ただし申請は第一四半期中）。

The first half of the FY2022 if the most recent certification expired in FY2017-2020 (application must be made during the 1Q of FY2022)

複数の品目をお持ちの場合、確認審査、更新審査とも一度に全部について審査を行うことができます。ただし、製造設備、検査設備などで特定の品目について必要な情報の提示がない3

The Inspections or Confirmation/Renewal of Registration for multiple products can be done at once at the timing of the most future timing of the inspection of the product among them. Necessary information for all products needsto be filed for inspection, otherwise, the registration for an item with a lack of information will be cancelled.

各登録工場には、登録状況と確認審査、又は、更新審査について個別に別途に通知いたしますのでご確認ください。

Please check the notification of Inspection to each factory which will besent separately.

―2021 年 10 月 1 日以降、紙媒体等による申請には追加手数料がかかる場合があります―

今年４月から、下記の認証に関する申請は、オンラインで行えるようになりました。手続の効率と正確性を高め、また、申請される方々の利便性を高めております。すでにお使いいただいた方々からは「意外と簡単に使える」、「試験進捗や過去実績が分かって安心」、「過去申請の再利用ができて便利」など好評をいただいております。先般、ご案内いたしましたが、10 月 1 日以降、紙媒体・FAX・個別 e-mail 等、オンライン以外の方法で認証に関する申請をされた場合は、追加の手数料を申し受ける場合がありますので、早めにオンライン申請にお切替えくださいますようお願いいたします。

Online applications as shown below have been made available since April 2021 for efficiency and accuracy. As advised, additional fee may be charged for the applications by paper and other non-online forms. Applicants are encouraged to start using the online applications before the end of the month.

Application for certification of the products by testing the samples in a “Lot”

工場登録、型式確認等の申請を紙媒体等で行う場合は、追加の手数料が発生します。１つの書類であっても複数の案件に関する申請（複数の型式確認や複数の登録工場に関するマークの表示数量申請など）の場合は、案件ごとに追加の手数料 10,000 円(税込 11,000 円) が発生しますのでご注意ください。

All applications to CPSA including registrations of factory and obtaining/renewing type certifications will be subject to additional charge if they are made by papers or other non-online forms. Additional ten thousand yen (￥11,000 including Tax) will be charged by each the application (on registration of factory, application/renewal of typecertificate, for example) when multiple applications are filed in a document.

ロット認証に関しては、製品安全協会が委託しております検査機関に対して申請を行います。検査機関に対して紙媒体等で申請を行う場合には、追加の手数料が発生することがあります。詳しくは、各検査機関にお問い合わせください。

Applications regarding the certifications of the products by testing the samples in a “Lot” are filed to the entrusted Testing Bodies. The Testing Bodies may charge additional fee if they receive applications by paper or other non-Online forms. Inquiries should be made directly to the Testing Bodies.
